This one is new but has a lot of great articles and tutorials on CSS that people submit. I also like it because Elements is on there.
If you like HUGE lists of information ranging from great designs to development to free fonts? Smashing Mag is the place to go, they do an outstanding job.
Great blog on being a freelance web designer and other design/development related articles. Plus he does little contests and gives away some cool prizes. I won a $5 gift card to Starbucks!
